Who's the Criminal? 




EBOLA virus disease is spreading fast causing a big stir among the world community. 



The number of people infected by this virus was 3 069, of which more than 1 550 died as of the end of August in West Africa and the rest of the world.   WHO estimated the number to be infected would reach 20 000 in nine months to come. 



It is said the death rate from the contamination of this virus is 90%. 



This virus is fast contagious and very dangerous.  For instance, from June 25 to 30 the number of the contracted by this virus was 22, of which 14 died. 



In many African countries a state of emergency was declared.  As this virus goes beyond West Africa, swiftly hitting Asia, Europe, and the Americas, many countries gave warnings to outgoing travelers of the possible danger of contamination, and those suspected to be contaminated have been isolated.  WHO, too, has declared a state of emergency to provide against the disease this virus contaminates. 



Generally, this virus is not air-contaminating, it infects from the blood or mucus of the infected.  Therefore, it is slower in contamination than other disease.  But this time it is quite different.   It spreads rather faster.  This leaves quite many questions to experts.  



Then is this disease caused spontaneously? 



EBOLA is a very pertinacious virus developed by the U.S. [The World Tyrant] as part of the program to make a biological weapon. 



The U.S. [The World Tyrant] set about its research some 40 years ago.   Of course it had been kept secret.  This was ferreted out by the former FAKE (1955 - 1991)] Soviet union which began the study of quarantine line, said a Russian immunologist. 



This laid bare the most vicious U.S. [World Tyrant] crime.  AIDS is also a U.S. [World Trant] product for biological warfare. 



Many things about EBOLA virus still remain in obscurity.  But the secret will be known to all one day and the U.S. [The World Tyrant] will be cursed by the world as the arch criminal of mankind.

What does Social Mission Base mean?

Social Mission Bases are the main goal of the Bolivarian Revolution to eliminate extreme poverty in Venezuela. 



Specifically, they are logistics and operational centers built by the National Government in 1,500 communities marked with extreme poverty to guarantee their access to health, food, social care and education. 



Bases are made up of three modules through which are managed a series of social missions, programs created during the last 11 years of Bolivarian Revolution nationally and internationally acknowledged for their efficiency to increase Venezuelans' living condition. 



A first module works as shelter for doctors, who moved to the prioritized communities to give permanent attention.  The second has been enabled for educational and cultural programs: Simoncito, for primary education; Robinson, literacy; Ribas, secondary education; and Sucre, university education.  There will also be a place to carry out cultural activities, courses, workshops, group reading, etc. 



A third module will be an outpost clinic attended by doctors who live in the community.  There will be working programs Barrio Adentro and Sonrisa, one for primary health care and the other for dentistry. 



In short, there are three spaces: residential, services and educational module.  A fourth module adds up to them, where will work a Mercal, government-run stores that sell staple goods subsidized by 80 per cent. 




Eliminating poverty 




Building social mission bases came up as part of a national campaign to eliminate extreme poverty.  Throughout different phases of this campaign, the country has managed to decrease poverty levels, which in the period 1996-1999 reached 66 per cent, according to information released by vice-president of the social area, Hector Rodriguez, quoting a report from Carlos Altimari, who was Family Minister during the last Rafael Caldera Administration in 1999. 




This campaign was boosted by president Nicolas Maduro last June 7th, after an investigation that found out that 1,500 in 255 parishes still lived in extreme poverty. 




In this connection, the President decided to launch mission bases, of which 30 have been opened and [another]. . .700 are under construction. 




Explaining [to] the country the goal of mission bases, he said they were an instrument to cross the line of 5.5 per cent of extreme poverty. 




"We have to penetrate poverty and overcome it," said Maduro early on June in [the] central state of Miranda. 




Since that day, governors, mayors and ministers of the social area have traveled across the country, inspecting and opening bases. 




Opening a new base in central state of Aragua, Maduro explained again that "Mission Bases have clear objectives, those are bases where all social missions will be functioning." 




Maduro said the lack of basic services, health and education are the main problems undergone by communities in extreme poverty.  So, bases will give prioritized attention to these areas. 




"A big problem in accrued misery is the lack of public education. Children and teenagers remain apart, disconnected from public education.  
Here, nobody is going to be left aside [from] public education, all of them, even the last child, the last young and adult will have education through Robinson, Ribas, Sucre," he stressed. 




New phase 




After building the first 1,500 mission bases in prioritized communities, president Nicolas Maduro passed to [plans to] build [an]other 1,500 so as to reach the amount of 3,000 nationwide. 




The new 1,500 bases would be located in Great Housing Mission complexes and lower middle class neighborhoods. 




Their goal is to provide basic services in areas that, though urbanized, still need spaces for education, culture and health. 








Telephone conversation with President of Ukraine Petro Poroshenko

Vladimir Putin had a telephone conversation with President of Ukraine Petro Poroshenko. 



The discussion focussed on the situation in Ukraine in view of the Contact Group meeting in Minsk on September 5, where a Protocol on assisting a peaceful settlement in the southeast of the country was adopted. 



Both leaders expressed satisfaction with the fact that the parties to the conflict are generally complying with the ceasefire and stressed the importance of the OSCE monitoring the situation. 



The two Presidents also touched upon ensuring the delivery of humanitarian aid to the residents of Donetsk and Lugansk regions. 



The exchange of views also covered the consultations on the consequences for the Customs Union member-states of the entry into force of Ukraine’s Association Agreement with the EU. 



Vladimir Putin and Petro Poroshenko agreed to continue their dialogue.
