Al-Jaafari: There is moral problem with how the UN Secretariat is dealing with terrorism in Syria

New York, SANA - Syria’s Permanent representative to the United Nations Dr. Bashar al-Jaafari said that there is a moral problem regarding the way in which the United Nations Secretariat is dealing with terrorism in Syria. 



Al-Jaafari’s remark was made in a statement following a meeting of the UN Security Council on Thursday to discuss issues related to the crisis in Syria with the participation of the UN envoy to Syria Staffan de Mistura and Assistant Secretary-General for Humanitarian Affairs Kyung-wha Kang via the internet from Geneva. 



Syria’s Representative said that holding a joint session including those who are responsible for the political file and humanitarian one together to discuss the situation relevant to the so-called Syrian crisis poses a positive development since that in one meeting, members of the UN Security Council managed to consider the political and humanitarian aspects of the issue at the same time. 



Al-Jaafari voiced reservations on the session, the first of those reservations was when Kang pointed to the fact that violence in Syria reached unprecedented levels but 


*she did not specify the reasons* of the violence escalation as she talked about the flow of millions of refugees and displaced persons internally, but also did not touch upon the reasons which forced them to leave their towns and villages, 

she also spoke about the victims of terrorist bombing in Homs which targeted innocent children [who] were near their school *ignoring to set [identify] those who committed such [a] terrorist act*, so all these methods of expressing concern in dealing with the bloody development and bloodshed seen by Syrian government [are, instead, to be seen] as moral problems. 



“After much denial, the international community came to a conclusion that proves the veracity of what the Syrian government has been saying for several years, which is that 


Syria is facing mercenaries and terrorists coming from 83 countries, mercenaries who were trained in camps in Jordan, Turkey and Saudi Arabia, under US[World Tyrant]-French-[Poodle] British supervision,” he said. 



Al-Jaafari went on to say “We were wishing that the UN Secretariat staff were more neutral about the diagnosis of terrorist activities which Syria is exposed to, especially since after a long time of denial, the so-called international community [World Tyrant / NATO] came out [with] the outcome that what the Syrian government has been saying proved to be true.” 



He talked about how the world’s [the World Tyrant / NATO's] intelligence agencies didn’t prevent a group of Australian youths headed from Sydney to shed the blood and fight Syrian government in Aleppo within [the past] 24 hours, noting that the Secretariat including Kang insists to refer to such mercenaries as “Syrian insurgents.” 




Al-Jaafari commended the efforts of de Mistura who talked about his support for achieving a political settlement in Syria, the choice which the Syrian government has been supporting. 



“It can’t be denied that the Turkish policy is one of the causes of *increasing* the violence in Syria through facilitating the flow of the ISIS and al-Nusra Front terrorists into the Syrian territories,” he said, adding that the ISIS disaster which the Syrian and Iraqi people are suffering from should [duh!] be addressed in a serious manner by the international community which must seriously fight against terrorists in accordance with the UN Security Council resolutions Nos. /2170 /and /2178/. 



Al-Jaafari said that there should be no selectivity in combating terrorism because *selectivity indicates the lack of seriousness* in the fight against terrorism and that is the first challenge currently. 



On de Mistura’s call on Turkey to help fighters in Ayn al-Arab, al-Jaafari said the Syrian government is *against any* foreign interference in Syrian affairs and against any violation of its sovereignty as 

this is a red line, 


noting that de Mistura did not call Turkey to interfere in the affairs of Syria, but rather called for facilitating the entry of the Syrian fighters who are of Ayn al-Arab’s inhabitants and fled to escape ISIS, adding that the Turkish authorities prevented Syrians from returning to Ayn al-Arab to defend it. 



On the situation of the United Nations Disengagement Observer Force (UNDOF) in Golan, and the terrorism to which it was exposed, Syria’s Representative said this is *another scandal* since the peacekeeping administration has not responded to this terrorism in the demilitarized zone (DMZ) along the ceasefire line in the occupied Syrian Golan. 



He made it clear that the Syrian government welcomes what de Mistura and members of the UN Security Council put forth about fighting terrorism as a priority. 



In response to a question about the international alliance’s continued airstrikes against ISIS targets in Syria, al-Jaafari said “We have great doubts about the motives and objectives of these strikes since the alliance is attacking ISIS terrorists while at the same time it turns a blind eye to the Turkish government’s support to them.” 







Civil Democratic Gathering of Syrian Kurds: Ayn al-Arab will continue to raise the Syrian flag

Damascus, SANA – The Civil Democratic Gathering of Syrian Kurds said that the steadfastness of the people of Ayn al-Arab in the face of terrorists is a form of expression of the Syrian Kurds’ commitment to their affiliation to their homeland Syria. 



In a statement at a press conference on the sideline of an event organized at Dama Rose Hotel in Damascus on Friday evening, the Gathering’s Higher Council of Secretaries said 

that the steadfastness of Ayn al-Arab is cause for admiration, and 


that the attempts to transgress against the territorial integrity of Syria are parts of a plot to cause chaos and division and undermine the resistance axis. 



The statement said that the leadership of President Bashar al-Assad is the only true guarantee of Syria’s territorial integrity, calling on Kurdish political forces to hold meetings on Syrian soil and unite their positions, *in addition to* calling for offering all possible support to the Syrian Arab Army and the Kurdish popular protection units, 


stressing the need for unity of rank among Kurds in the face of the crisis and ISIS. 



Answering reporters’ questions, the Council rejected the attempts by the Turkish Justice and Development Party to exploit the Kurdish issue and use the Syrian-Turkish borders to reap political benefit, asserting that the Syrian government provided military, logistic, and relief support to Ayn al-Arab. 



The Council also asserted that Syria will emerge victorious and that Ayn al-Arab will continue to raise the Syrian flag. 



The event included artistic performances and a screening of a documentary on Ayn al-Arab.  It was attended by representatives of licensed Syrian Kurdish parties and members of the diplomatic corps in Damascus.

Officers appointed to senior command positions were presented and had their senior military (special) titles conferred in a ceremony in the Grand Kremlin Palace’s St George Hall.

It is a pleasure to welcome you to the Kremlin and congratulate you on your new appointments and military and special titles. 



We are meeting on the eve of National Unity Day, which celebrates the events of 1612, when the militia forces led by Minin and Pozharsky liberated Moscow from the invaders.  This holiday symbolises our unity and strength of spirit, which have helped us to overcome any obstacles and difficulties and achieve victory.  
Russia’s 1000-year history is rich in such memorable dates.  Our soldiers and commanders have always carried out their duties with honour and have defended and protected our homeland. 



I have no doubt that you will remain true to these traditions.  Your professionalism, experience and the results you have achieved deserve the highest praise.  Our country has entrusted to you *even more important* and responsible missions for our security and defence. 



We set these missions *in part* on the basis of what is happening in the world in general.  The twenty-first century world has *not* become more stable or safer.  Past threats have *not* vanished, are still present, and in some regions have become even more serious.  We still have a serious hotbed of tension right on our borders, in southeast Ukraine. 



Attempts to upset strategic parity continue.  The world’s leading powers [The World Tyrant / NATO] continue to develop and perfect their arsenals.  As you know, at NATO’s September summit, the organisation’s leaders publicly stated their plans to build up their military capability. 



Instead of collective and civilised resolution of the world’s problems, we see more and more often the use of force and of economic and information pressure.  
Let me stress the point that Russia has no intention of being dragged into the confrontation that others are trying by force to impose on us.  We are open to equal and respectful dialogue on all issues on the global and regional agendas.  
Our military doctrine is solely defensive in nature.  Its main goal is to ensure our country’s sovereignty and guarantee peace and calm for our people. 



We will work steadily and meticulously to carry out all of our plans to develop and modernise the armed forces and other organisations responsible for our national security.  This concerns above all supplies of up-to-date equipment.  


*New arms* now make up around 55 percent of the Strategic Missile Forces’ arms, around 35 percent in the Air Force, and more than 50 percent in the Navy.  As for the ground forces, armoured and other vehicles have been almost 70-percent modernised.  Our industry will continue to develop its capabilities and quality as it carries out state defence orders. 



The level of combat training in the different units has increased substantially. This was demonstrated by the recent snap inspections that involved nearly every branch of the armed forces and also by the more than 3,000 exercises at different levels, including the Vostok-2014 strategic exercises. 



I want to thank everyone who took part in these exercises and showed their modern training, skills and moral and professional qualities. 



Comrades, 



The special services and law enforcement agencies face particularly great demands today.  Federal Security Service (FSB) and law enforcement personnel have prevented 58 terrorism-related crimes since the start of the year, including eight terrorist attacks. 



We must continue working with just as much determination and professionalism to act swiftly to prevent the actions of those who seek to attack Russia’s constitutional foundations and who call for violence and ethnic and religious hatred. 



Under the National Antiterrorism Committee’s aegis, it is important to continue improving the antiterrorism system and use new methods for combating this threat. 



The Interior Ministry must work more effectively.  You need to raise the number of crimes solved and respond immediately to attempts to destabilise public order. 



The Foreign Intelligence Service always has a broad range of tasks before it.  Your timely information makes a real contribution to defending Russia’s national interests and developing its defence, economic and science and technology potential. 




The Investigative Committee’s priorities include combating corruption-related crimes.  Most of these crimes are latent and hidden in nature, and so the evidential base in such cases must be flawless. 



Work also needs to be completed on setting up the Investigative Committee’s offices in the two new federal entities – Crimea and Sevastopol.  Our citizens there must feel confident that they have reliable protection of their rights and interests. 



The Emergencies Ministry’s personnel are very effective in their work. During the spring flood period they carried out successful rescue operations in Altai Territory and republics of Tyva, Altai and Khakassia.  Russian rescue workers have taken part in a number of important international missions and have risked their lives getting humanitarian aid into Iraq, Syria and Ukraine. 



Let me note in particular the Emergencies Ministry’s work to deal with the arrival of displaced people from Ukraine.  Representatives from the office of the UN High Commissioner [for Refugees] gave a high assessment of the temporary shelters prepared for the winter period, and our programmes to help the refugees settle into new life here have been called an example of new practice in this area. 



The Federal Drug Control Service’s big task today is to continue the decisive fight against the drug threat.  You must work more effectively to coordinate the efforts of the different agencies engaged in this area and together with the legislators improve the legal instruments for preventing illegal production and sale of drugs. 



The Federal Penitentiary Service has responsible missions to perform. They include achieving greater use of modern standards for detention facilities and reliable security of the facilities under your control. 



In conclusion, I want to congratulate you once again on your new appointments and your new military and special titles. 



I wish you good health and new successes in protecting our country’s interests.
