An in-depth interview with Qari Fasihuddin Badakhshani, the Jihadi in-charge of 

‘Badakhshan’ province

‘Badakhshan’ province is situated in the north-west of Afghanistan.  ‘Takhar’ and ‘Panjshair’ provinces are situated to its west,  ‘Nooristan’ province and a part of Pakistan are situated in its south and it touches a part of China in the east while Tajikistan is situated to the north of this province. 

‘Badakhshan’ is considered one of the largest provinces of Afghanistan with an area of 44059 km2.  According to a latest survey, its population is 823,000. Administratively, it has been divided into 28 units or districts besides its capital city ‘Faiz Abad’. 

‘Badakhshan’ is one of those provinces where Mujahidin of the Islamic are fully dominant.  Most areas inside this province are controlled by Mujahidin.  During 2014, very few provinces could compete [with] it in its Jihadi achievements as they attracted the attention of international media over and over. 

To discover more about the Jihadi situation of this province, we have conducted a detailed interview with ‘Qari Fasihuddin’, the governor of this province in the administrative setup of the Islamic Emirate of Afghanistan and would like to draw your kind attention towards its reading. 

Question: First of all, Mr. Qari Sahib, we welcome you and would like you to introduce yourself to our respectable readers! 

Answer: My name is Qari Fasihuddin s/o [son of] Moulavi Saifuddin.  I belong to ‘Warduj’ district of ‘Badakhshan’ province.  Presently, I bear the responsibility of general Jihadi commander or, let us say, the governor of this province. 

Question: If you could provide information about the Jihadi situation inside ‘Badakhshan’ province as how are the ‘Khaibar Operations’ proceeding in this province? 

[ “On…Thursday, 8th May 2013, the Leadership Council of the Islamic Emirate announced the inauguration of the ‘Khaibar Jihadi Operations’ for the new Jihadi year.” ] 

Answer: By the grace of Allah Almighty, the Jihadi activities are much better inside this province as compared to the previous years. You might be aware through the international media that Mujahidin are incessantly gaining great successes over here.  They are gaining control over wide areas and districts.   Huge enemy forces are defeated and a number of their prominent figures have been exterminated. 

Another view of Mujahidin’s victory is that all the major and minor attacks of the enemy are successfully countered.  Now the enemy has fully realized that they cannot undermine the weight and presence of Mujahidin in this province, therefore, their personnel are losing morale and courage gradually.  Fortunately, Mujahidin are providing them full protection regarding their lives through the ‘Invitation and Amalgamation’ program and a large number of opponents are laying down their arms and shifting their loyalties towards Mujahidin. 

As a handful out of a heap, amongst the great Jihadi successes is the overall conquest of ‘Yamangan’ district. In this battle, Mujahidin arrested tens of mercenary soldiers and other officials along with their weapons and several others were killed and wounded.  In this battle, Mujahidin confiscated 7 ranger type vehicles, 1 military tank and tens of other light and heavy weapons. 

Question: In how many districts are the Mujahidin active at a time. . .inside ‘Badakhshan’ province? 

Answer: In 17 districts of this province Mujahidin are actively working but the districts where they have a strong and powerful presence and control most of the terrain are Warduj, Jurm, Yamgan, Tagab, Baharak, Shuhada and Yaftal-i-Ulya districts. 

The enemy has frequently endeavored to regain the above mentioned places in the previous years.  Even this year, they pulled heavy forces to these areas but every time Mujahidin managed to inflict heavy losses on them and all their efforts have been countered.  Recently they have resorted to various type of propaganda against Mujahidin and they are *trying to conceal their military defeat* but we are confident that the enemy will not accomplish any considerable success in any of their strategies. 

Question: You mentioned the false propaganda of the enemy.  It is true that for the past few years, they are making very negative propaganda about Mujahidin. For example they say these people are not Mujahidin rather they are smugglers or they belong to other countries.  Sometime they say that Mujahidin do not enjoy public support and they have imposed themselves on the people at gunpoint.  How would you evaluate all this propaganda? 

Answer: *False and negative propaganda is left as the last deceiving tactic for the fleeing enemy*.  They think that through it they will somehow damage the prestige of Mujahidin but it will go in-vain as the ordinary people observe Mujahidin with their own eyes.  They fully recognize them for who they are, where they come from and what their objectives are. 

I would like to add that all Mujahidin of ‘Badakhshan’ province are the sons and brothers of this pious nation.  Forget about other countries, we do not even have Mujahidin of other provinces as they are actively involved in Jihad in their own respective areas against the foreign occupiers [The World Tyrant / NATO] and its local mercenary forces.  These Mujahidin have taken arms only to resist the crusader invasion of the infidel forces on our beloved Islamic homeland.  Defending our ideology and the expulsion of these infidel invaders from our homeland is the obligation of every Muslim man and woman.  We are only discharging this religious obligation.  Our Jihad is solely for the elevation of the ‘Word of Allah’.  We don’t have any material or worldly objectives.  We are satisfied and confident that our pious people are fully aware about the legitimacy of Jihad and they will never be taken in by the false and negative propaganda of the enemy. 

Question: How do you evaluate the relationship between Mujahidin and the masses inside ‘Badakhshan’ province? 

Answer: Relationship between Mujahidin and the ordinary people is very cordial and based on sincerity as all of them have risen amongst the people.  Mujahidin are either the sons, brothers or other close relatives of the local people.  They are closely tied amongst themselves by the close and binding association of Islamic brotherhood.  By the grace of Allah Almighty, we are deeply united with the masses and fully enjoy their support.  This is the main reason that Mujahidin have shown tough resistance inside against the enemy thus subverting all their efforts and attacks. 

Question: In the recent past, they enemy announced the martyrdom of a number of your Mujahidin.  What do you think were the enemy’s ambitions behind it? 

Answer: Yes, the enemy released the reports of even my martyrdom and thought it as a great success for themselves.   The enemy lied and I am still alive by the grace of Allah Almighty.  The reality is that the enemy suffered heavy financial and corporeal losses this year inside ‘Badakhshan’ province.  They had never thought about the intensification of Mujahidin in this province.  They had never conceived suffering such colossal losses.  During the whole span of current year, by the blessing of Allah Almighty, our losses were next to nothing as compared to ones inflicted on the enemy. 

To show themselves triumphant in the media war, the enemy published false news of my martyrdom along with my other Mujahidin colleagues.  But contrary to their expectations, they undermined their own trust[worthiness] and in the future, no one is going to believe them anymore. 

Question: How do you evaluate our Jihadi cultural and media activities besides your own military activities?  If you have any suggestions about the publications of the Islamic Emirate, do share with us! 

Answer: Publications and cultural activities are the indispensable part of a Jihadi movement or process. This is why that the enemy has launched wide range media and propaganda war.  They propagate erroneous information about Mujahidin. Though [the] majority of the people who practically observe Mujahidin will not be deceived by these cowardly tactics. . .still some people who have not seen Mujahidin with their own eyes and are not fully aware about the prevailing ground realities might be taken in by this way and a negative perception about Mujahidin might be built up in their minds. 

To prevent these deceptions, the ‘Cultural Commission of the Islamic Emirate’ must accelerate and organize its activities.  They should enlighten the people’s minds.  They should provide deep information to the people about the ideology of Jihad.  They should inform the people against the conspiracies and deceptions of the infidels so that the sons of our Muslim masses leave the enemy ranks and mingle with Mujahidin. 

Question: Mr. Qari Sahib, at the end, if you have any message for the honorable readers which you would like to convey to them! 

Answer: My only message to the Muslim masses of our country is that they should keep themselves fully aware about the mischievous plans of the enemy.  The enemy is leaving no stone unturned to denigrate Mujahidin by hook or by crook.  For this purpose, they try to create misunderstanding and distrust between Mujahidin and the masses.  The people should realize that our beloved homeland has been invaded and occupied by the infidel forces and Jihad has become a religious obligation against them.  Until and unless the foreign occupying forces abscond from our country, we will continue our Jihad and will discharge this divine obligation with sincerity and determination.
