Statement of Islamic Emirate [of Afghanistan] on the recent NATO Summit in Britain

The upcoming NATO summit is planned for the fourth of September 2014, to be held in Wales, United Kingdom.  It is expected that leaders from nearly 60 countries and up to 200 high officials will attend this summit. 



It is expected that in addition to the crisis in Ukraine and other European matters the summit leaders will also be discussing the future of Afghanistan.  The Islamic Emirate therefore considers it opportune to bring to the summit participants’ attention the following matters:


1. The only successful solution to ending the crisis in Afghanistan is the end of foreign military occupation.  This is a glaring reality that is clear to all.  It is also demanded by the oppressed nation of Afghanistan. 


Moreover this right to call for a withdrawal of foreign occupation is a natural and legitimate right of the Afghan people.  All people are born free and have the right to live their lives free from the yoke of another. 


2.History proves that force alone is never able to resolve a political dilemma.  The past 13 years in particular have shown that despite the mass bombings, killings, imprisonments, and military technologies no nation is able to subdue a free nation, especially a nation proud and free such as Afghanistan.  To continue insisting on a policy of force and submission is futile.  The only viable solution is to look for a just and meaningful process that recognizes the suffering of the Afghan people and returns to them their natural rights. 



3.The Islamic Emirate is of the belief that the Afghan nation can only endure under a system that is independent, Islamic and free from all ethnic and linguistic partialities.  It is to towards this end that the Afghan nation has sacrificed so much of its blood and continues to do so.  It is time to let this beleaguered nation write its own destiny free from all outside pressure and influences. 



4.The Islamic Emirate assures all nations that it neither meddles in their internal affairs nor does it allow others to interfere in the internal matters of Afghanistan.  It neither wants harm for another nor can it tolerate harm for itself.  We will never allow anyone to use Afghan soil to harm another nation. 



5.By now it should be abundantly clear that the Islamic Emirate is the true representative of the Afghan people. It can play a central role in resolving the ongoing crisis of Afghanistan.  The Islamic Emirate has arisen out of this nation and shared in all its toils and sacrifices.  Due to this the Afghan nation has firm belief in the Islamic Emirate. 



6.The foreign occupiers considered free and fair elections to be their greatest achievement in Afghanistan.  They wanted to take Afghanistan towards the path of ‘democracy’.  They wanted to give Afghans the opportunity to choose a leader of their liking.  We see today where this ‘democracy’ has led our nation. Those elections that the foreigners considered the fruition of their 13 year old occupation, is now seen as a historical shame. 



7. It was planned that Afghanistan’s next leader would participate in the Wales Summit.  Now their plans have come to naught.  The true reason for this failure is occupation.  Unless the foreign occupation of Afghanistan ends, the country will not be able to resolve its long-standing crisis.  For this reason the Islamic Emirate calls upon all the participants of the Wales Summit that in recognition of ground realities and learning from their past mistakes, they should adopt such a resolution regarding our beloved nation that 


on the one hand it ends foreign occupation and restores our sovereignty and


the other hand it puts an end to the oppression and transgression of this  nation.

QUESTION: Mr President, you spoke with Mr Poroshenko today.   The Ukrainian authorities initially announced that you had agreed on a complete ceasefire, but then explanations came that what is under discussion are concrete steps for settling the situation, which is understandable, given that Russia is not a party to this conflict.  If there was discussion of concrete steps, what are they, and what will happen next?  



VLADIMIR PUTIN: Yes, I did speak with President Poroshenko this morning, and it seemed to me at any rate that our views on how to settle the conflict are very close, as the diplomats say. 


On the way here from Blagoveshchensk to Ulan Bator, I jotted down a few thoughts that could constitute an action plan of sorts.  True, I have only these notes that I jotted down, but I can read them to you if you want. 


In order to stop the bloodshed and stabilise the situation in southeast Ukraine, I believe that the parties to the conflict should immediately agree on and coordinate the following steps: 


First, end active offensive operations by armed forces, armed units and militia groups in southeast Ukraine in the Donetsk and Lugansk areas. 


Second, withdraw Ukrainian armed forces units to a distance that would make it impossible to fire on populated areas using artillery and all types of multiple launch rocket systems. 



Third, allow for full and objective international monitoring of compliance with the ceasefire and monitoring of the situation in the safe zone created by the ceasefire. 



Fourth, exclude all use of military aircraft against civilians and populated areas in the conflict zone. 



Fifth, organise the exchange of individuals detained by force on an ‘all for all’ basis without any preconditions. 



Sixth, open humanitarian corridors for refugees and for delivering humanitarian cargoes to towns and populated areas in Donbass – Donetsk and Lugansk Regions. 



Seventh, make it possible for repair brigades to come to damaged settlements in the Donbass region in order to repair and rebuild social facilities and life-supporting infrastructure and help the region to prepare for the winter. 



I think that the Kiev authorities and the representatives of southeast Ukraine could come to basic agreements and cement them at the contact group’s planned meeting on September 5. 



I want to note that this statement and all I just said *follow on from* the telephone conversation with President Poroshenko that you asked about.  I hope very much that Ukraine’s government will support the emerging progress in bilateral relations and make use of the positive opportunity the contact group’s work provides to bring about final and comprehensive settlement to the situation in southeast Ukraine, in full and unconditional respect for the lawful rights of those who live there of course.
